(Leave the rest for topping). Mix all other ingredients in a bowl. Stir and add to Chow Mein noodles. Stir and top with rest of noodles (cover). Add chopped onion and parsley. Now line a pudding bowl with a firm layer of the suet dough which has been moistened with water to make a smooth dough. Spread it over bottom and sides, keeping enough aside for the top. Garnish the bottom and sides with the beef. Add sliced kidney to bottom with salt and pepper and water to cover.
