Cream together shortening and sugar until light and fluffy. Add egg and vanilla extract. Beat well. Add orange rind, Add flour mixture alternately with sour milk. Fold in raisins. Blend in chocolate. Add the dry ingredients alternately with the sour cream and vanilla, Drop by teaspoonfuls on greased cookie sheet and bake.
