THE DAILY PROVINCE SEPTEMBER 9, 1914 p.1 Army of Sikhs is on Fighting Line ------------------- Restrict Hindu Emigration on the Japanese Basis ------------------- Indian government proposes to negotiate arrangement Similar to that existing Between Canada and Tokyo-Splendid Contribution Made to War fund. ------------------- Simla, India, Sept. 9- (Via London)—The Viceroy of India, in council, has outlined proposals for the considerations of Indian people, by which the government of India proposes to negotiate reciprocal arrangements with other British colonies to meet the present difficulties regarding the emigrations of Indians. Under this plan a limited number of passports will be issued. It is similar to the present arrangements between Canada and Japan, which permits of temporary arrangements for the movements of students and tourists, but which limits strictly the right to settle permanently. The victory announced also that India was contributing $5,000,000 toward the cost of the Indian contingent in the war; this in addition to applying the gifts of the Maharajahs of Mysore of $1,600,000 to the cost of transportation.
